BackgroundThe involvement of people in the development of policy and services is enshrined in the Paris Declaration, signed by 421 states on 1/12/94. The 42 signatory states undertook to, "fully involve non governmental and community based organisations as well as people living with HIV and AIDS in the formulation and implementation of public policies." The signatories undertook to "support a greater involvement of people living with HIV and AIDS through an initiative to strengthen the capacity and co-ordination of networks of people living with HIV and AIDS and community based organisations."
